It could be mold, caused by high humidity or very wet soil

It’s called mouldy. It’s could happen if you gave it too much water.

There are many different ways, the easiest one is to not water as much but you can also use natural anti fungal in the soil, I believe it’s cinnamon, apple cider vinegar, or baking soda are examples of natural anti-fungal but I have not tested them so I can’t say for sure

Just coat the top lightly in regular cinnamon

I don’t think it’s mold! I’d guess that it’s saprophytic fungi, which is pretty common to get on the surface of plant soil. It’s not harmful to the plant, but it’s a sign that the soil might be staying too moist and/or not have enough airflow. If you want to get rid of it, grab a spray bottle and add 1 part white vinegar, 4 parts water. (This would also get rid of mold in case that’s what it is, and will not harm the plant) Spray the fungus every 3-4 days Or you could replace the plant soil completely. I would rinse the plant’s roots just to be safe, and clean out the plant pot with hot water and dish soap before adding the new soil.
