PhilLooks like it may be a Euphorbia Zipper Plant. And the little ball things will be flowers.

I don't think it was that but I still thank you cause it allowed me to research a bit easier. I'm fairly certain it's a euphorbia polygona cultivar "Snowflake", MAINLY because "they feature a frosty, grey-blue to white coating on the ribs", none of the other descriptions mentioned rhat.
