I have been trying to root this plant for about 1 month, it is not rooting and doesn't look like it is doing very well.

    Put it under a grow light running 12 hours a day at least. Keep the temperature warm in the room. Put it in a larger clear glass container that holds more clean water. You can better see when the water gets cloudy in a clear glass container. You can add rooting hormone powder/liquid to the water to encourage root growth. Rooting hormone powder makes the water cloudy immediately. Just replace the water every couple of weeks if you add hormone powder. Add fertilizer and SuperThrive plant vitamins when roots appear. 🪴🍀

      If it still doesn’t grow roots after three weeks after make my recommended changes, then, it might be to dry. Try again with a healthy cutting. My hoya pubicalyx and hoya wayetti propagations are shown. They took about 2 weeks to show a new root. Rooting hormone powder is sitting at the bottom of the bottle.
