i had a hoya that lost most of its leaves due to root rot from overwatering at the store i got it from, but i managed to save one of the plants. i was wondering if it would ever grow new leaves or anything because there's no vines left at all but when i repotted the stem had little node looking things on it that looked like they were growing??

since you have planted a piece of the vine where leaves had grown out, you do have a node! that node is able to push out new vines which it looks like is happening here :)

  Yes! This can be a super slow process so as long as the leaves look good, don't give up!
