Where are the seeds? Did you get the plant recently? I would guess the orange flower on top is fake unfortunately.

It’s fake. Box stores have some weird obsession with glueing them on cacti that do flower, but not there and doesn’t look like that. Highly suggest checking the roots and making sure it wasn’t planted too deep into the soil, as that’s a pretty common mistake made with cacti in box stores.
