What is this??

I repotted all my cacti in early August and all of them shot up, rather quickly, but I picked this one up and saw that at the bottom… could it be root bound. I don’t remember its roots looking like that…

It’s a root! I wouldn’t worry about repotting, I’m sure the roots are fine. Especially since you just repotted a couple months ago!

Roots follow the water, so this is normal and if you repotted recently definitely doesn’t mean it’s root bound
