Should I chop and prop the top part so that the roots are planted, and so that pups in this pot can grow?

Those are aerial roots. They do not need to be buried. It is fine how it is if you do not like their appearance, you can cut them off.

They can be cut off but I would not as they help to grow and gather water.

So.... I just learned something new. I did not know succulents could produce aerial roots. Thanks for the info. Learn something new every time I log in to the site.

I my god that's what that was?! On my night blooming cereus these two weird things started growing. I thought they were spines at first but the grew really long.
