Unfortunately, yes, it is normal for new growth to get very leggy or etoliated when it does not get enough light. These plants can require something ridiculous like 8,000fc, or direct sun for 10+ hours a day

Is that usually the highest setting on a grow light?

Depends on the light. I couldn't begin to understand the ins and outs of lumens to foot candles and what that means between a grow light or a fluorescent light
