I’m not a cactus expert, but it looks like it could be pest damage. Do you see any signs of bugs? Or things that look like scales or tiny bits of white fluff?

It had mealy bugs but they have been removed and chemically destroyed

Might be scarring left over from their damage then, but I’m not 100% sure
