Still searching because this is unusual. I want to say the Tephrocactus family, but the green leaves are throwing me off.

Er, Tephrocactus with leaves does not compute. I’m on the fence if it is Euphorbia ritchiei or another, but Euphorbia (which is a succulent, but not a cactus) is where to start. Llifle dot com has a lot of photos.
