If you are looking to promote new growth and propagate then yea you can at those nodes. I’m not exactly sure what you are trying to achieve.

I want to root it than plant another plant when ready! I want to root it in water and i wanted to know if they are the correct spots to cut?

As long as there’s a “joint” in the soil, like what you have circled there, it’ll likely root. I’ve had good luck with cutting cane begonias down to size, sticking the cuttings in soil, and letting them go. As long as they get enough light, the cuttings should root. Barely even lost any leaves during propagation.

Cut below a node (about 1/2 inch or so) using sterilized scissors or pruners.
