Mildew of mealybugs?

This has been a test plant from my friends desk lol  
I have been saying it’s mealybugs but we are unsure. Can anyone side with me, or is this mildew?

It does scratch off

I had a plant that looked like this ^ a while ago. I thought mildew and it was mealybugs 😂
