Most of my Dottie plant's leaves were dying. I cut them off and discovered this. Is this the Dottie flower? I was worried it was dying suddenly.

yes! but if it's causing leaf loss, cut it off asap. flowers are huge energy suckers and if your plant can't provide for it, the flower takes the whole plant down with it.
