Why are my potted Dahlias not doing well? They are outside and watered every other day full sun and sometimes I don’t have time to water so it goes about 3 days without water…help!

If you look closely at some of the leaves, it looks like they have something whitish on them. Can you investigate that a little more? I think dahlias can get powdery mildew
