So i have a rainbow hedgehog cactus that has root rot I believe, I messaged plantas doctors and they told me to cut the rot off. So i went to do that and the cactus was hollow inside? Completely? Im assuming that means it’s dead and cant be saved? Has anyone experienced this before

Yes, it’s rotted all the way through. 🥴 Sorry to hear this.  
I would suggest you ask in the cactus forum, as I don’t know enough about them to give a yes or no.
