Sometimes my plants will keep growing the sheath even though the leaf has shriveled up inside. So maybe the empty sheath finally dried and fell off, and the new leaf you’re seeing is the next one coming, still in its own sheath. Like can you see the edge of the leaf where it would start to open? I’ve had that happen to me as Mullein described…. like sheath inception lol. And maybe I’m seeing things, but this spot here looks like a leaf was trying to grow?
