Lavender is a bit tricky to grow indoors. A grow light would help once it sprouts, if you have one

Is a grow light a sort of heat lamp?

Not exactly, they’re very bright lamps that give off a light spectrum that plants can use like sunlight. There’s a huge range of kinds, all prices and sizes, but you can usually find good starter ones at Walmart, hardware stores, or your local garden center
