Split leaf philodendron

Okay so it looks like you've got a new healthy leaf coming in and a dried up sheath around it. The sheath is dead, so you can very carefully cut it away (start where it's loose, take your time, and leave it if it is stuck. You're trying to remove that white stuff, plus an inch extra, and make it easier for the new leaf to unfurl.) Whether you can get the white stuff off or not, treat the area with a fungicide like neem or hydrogen peroxide. You can also give the soil a gentle preventative dose. Reduce how often you water (there's not much leaf, so it doesn't use water as fast as it normally would.) Keep the unfurling leaf humid. Most of the plant looks healthy, so it should do fine once it gets that leaf out

The white area may be mold or may be the sheath drying out. If it feels soft and mushy, that's definitely fungal. If it's dry and papery, that's a good sign but you can do a gentle fungicide for prevention
