They look like eggs

Yeah I think they are eggs

Those are either psyllids, hard scale insects, or leaf gall insects. The species of plant can help narrow down possibilities

The plant is a Dwarf Mallow or Malia Neglecta

That helped. It's mallow/hollyhock rust, which is a fungus. To control it, remove any obviously affected leaves (spores can spread by air, so dispose of them by sealing them in an airtight trash bag or bury them.) Then treat with a fungicide. The active ingredients that are most effective are: chlorothalonil, mancozeb, myclobutanil\*, tebuconazole\*, or triticonazole\*. After the issue clears up, keep using them as a preventative for a few months. Rotate between at least two different types for each dose to reduce the odds of the fungus developing a resitance (the three I've starred all work the same way, so only use one of them in your rotation)

Yes it looks like fungus rust. I think the only way to get rid of it is to cut the plant back really hard. The plant is pretty well infected. I’ve also noticed that the planted is not well rooted. I’ve most likely have over watered it. So I did trim it up but I don’t know if that’s going to be enough.

The spots are on all the leaves ! Should I try and treat it or just cut it back hard and then treat it?

If cutting back means cutting down the entire plant, then, treating it with a fungicide may be better if the plant is very large. Sometimes it’s more cost effective to get a new fresh plant than to spend a lot of time and money on a small plant. You have to decide what’s best for you. 🪴🍀

Ok I have to figure out how to get rid of them.
