Bright green roots = don’t water.  
White/silver roots = needs water.

Based on your root color I would say it needs to be watered. I’d let it soak until you see the roots change to bright green. Then drain out all the water.

Yep, you just need to water it. Avoid getting water in the crown (where all the leaves meet). Try to get water directly on all the roots; orchid roots don't suck in water from their substrate. You'll want to repot it and assess root health after it's done flowering (sometimes stores use weird packing materials in the pot, so it's always a good idea to repot new orchids. Repotting while it's still flowering can make the flowers wilt faster). If the care tag told you to use ice cubes to water it, don't do that; orchids are tropicals and cold can harm them.
