Sundew need lots of light. It probably isn't getting enough under a fern.

By my window sill but it gets 3 hours grow light

carnivorous plants need AT LEAST 6 hours of direct light - if you want to keep in in a terrarium, i recommend pairing it with other carnivorous plants, both for the lighting and nutrient/fertilizer needs.  
venus fly traps and pinguiculas would look and work great with this guy :)
