What is going on with my baby rubber tree? Is it flowering?? Might have to zoom in to tell that they are not new leaves coming.

Yes, those are potential flowers. Some people, including me, cut them off so the plant can focus its energy on making new leaves. The flowers aren’t very pretty IMO.
