Soil looks pretty dry and in my experience, Peperomia don’t like to get too dry. Follow me for plant adventures

Best guess from just the pic is not enough light. Stems should be thicker and stronger, and should have more leaves. Your pep is very much like a succulent. So requires similar care. I keep mine in a fast draining cactus soil mix. And I don’t water till dry. Some peps don’t like to dry out as much as this one.
