How would I rescue this? It is dying from my moms collection and I NEED HELP!!

Unfortunately it looks as the the plants base is completely dried out, dead. You can try removing it from the soil and seeing if there is any life underneath. If so, cut all the dead parts off and place back in soil, leaving the top out. Idk that aloe can come back from that but never not worth trying!!!

Do you know whether it died from over or under watering?
