I have a Govee Home Lamp and the Kelvins are from 2600 to 6500. Which I think is good. I am just wondering do you think this could be considered as a “grow box”? I used another app to check the light and it says full sun and if I put my hand underneath it I kind of feel a little heat. I am hoping to put sow tomatoe seeds underneath it. The lamp is very flexible and I will use a plastic cup which is tall enough to be close to the light.

The light meter measures lux/lumens, not Kelvin. Unfortunately it gets mixed up quite often. When you see 5,000k on a light, its referring to the lux/lumens, ie how bright it is. Which does factor in depending if you need shade or full sun etc. But the main component is the Kelvin, indicated by an upper case K. You wont often actually see these numbers on lights, they will usually just refer to what spectrum it is, with a color graph. Is it labeled as a full spectrum? It looks like a soft white, which wouldn't be ideal for plant growth. They need a red or blue kelvins 3-4,000K is a Reddish light, 5-7,000K is a bluish light.

The specific lamp when bought on Amazon is called: “Govee Smart, LED Floor Lamp with Timer, Stepless Adjustable 2200K - 6500K and 1 - 100% Brightness for Bedroom, Living Room, Works with Alexa \& Google Assistant

I can't find it too look closer at it. Does it at all mention being fullspectrum, or showing a color chart? If it's just going from warm light to cool day light, and it looks like the leds are white, its not going to 100% gove what they need. It will get your seeds started, because it says it hasn't the cool blue light. But I'd definitely put them near a window too. And they may get super leggy because the light isn't hitting the best spectrum colors

On second thought what if I use the inside of a chip bag which has some reflectante of heat which I can put around and on to of the box for more heat

Like I said, you could try, max out the light brightness so it's on the highest lux. If they get some light from a window it will help though. It's not about heat, though heat does help in most germination, it's not required if where they are is 65 or above during the day.
