It feels like this little guy has been struggling for forever and can’t seem to start growing again. Any tips?

I could be wrong and I don’t know exactly what your setup is there. I would suggest better lighting/more sun light.  
I have a couple of these plants but they are in south facing windows and I haven’t had any issues with them.

We have a parlour palm. They need bright but indirect sunlight (sunlight will burn the leaves). Keep the top few inches of the soil moist but not wet. Do you ever feed it? I give ours palm focus at half strength of 1.25ml to 500ml water. Don’t give it tap water unless you’ve left the water stood out for 24 hours. What are the roots like? Is it pot bound?
