Someone had suggested that I get a full spectrum grow light for my tomato plant and I did. I was wondering if this light is sufficient enough.  
And also I was wondering how do I remove the leggy stems-do I cut them off at the base near the dirt?

The grow light in your photo seems to be a good start for your tomato plant. A full spectrum light is generally suitable for promoting healthy growth, and it looks like it's positioned above the plant, which is ideal. Make sure the light provides a good intensity typically around 12-16 hours of light per day and is placed at the right distance from the plant usually 6-12 inches above the top of the plant depending on the light's strength. As for your leggy stems the long, spindly growth, yes, cutting them off is a good solution.

near where they meet the soil or a strong branch. You can also trim back the stems to just above a leaf node where leaves are growing from the stem if you'd like to encourage more growth at that point. The leggy growth is likely due to the plant stretching for more light. With the new grow light, your plant should start growing more compact and healthy. Keep an eye on it, and don't be afraid to trim again if necessary. : )

Thanks. Well I was told that it’s too many plants in the pot so that’s why I was gonna cut out the leggy ones especially since they’re taller than the grow light.

Light intensity drops off exponentially at distances greater than 12 to 18 inches from the plant unless you have a high intensity light. The light position is not helpful for most of the leaves since it’s not close to them. I recommend lowering the light and cutting off the extraneous growth. I still recommend removing all but the strongest plant. Tomato cages are designed to support one healthy plant. It’s unlikely the weak plants will fully develop.

I would add a vertical light that covers most of the leaves. 🪴🍀

This light set up uses a 2 ft wide freestanding grow light bar from Home Depot. I add two clip on shop light fixtures and two very large grow light bulbs in an off white tone. This is in a very dark corner of my family room where blackout curtains are always kept closed to block glare. It’s a small and cheap setup. My indoor plants like it. The Hoya Krinkle 8 has grown 6 inches and put out 4 new leaves in the last 2 months! 🪴🍀
