Should I cut these two leaves off?

For a while (especially after December cause I was away from home for a month) the older leaves on my Thai constellation keep developing these small brown spots and when I wipe them off they leave brown patches and then the smaller spots eventually come back

I wouldn’t. Even though they have brown spots, they are still green, which means they are providing energy for the plant. The plant will kill them off when it’s time. once they yellow, i would cut them.
