If this is a Dracaena Magenta, they are sensitive to tap water and should be watered with rainwater or distilled water. Signs that your dracaena plant is not happy with your water are yellow spots and brown tips on the leaves.

So it is not anything like spider mites

The picture isn’t clear enough to make that determination.

I don’t see any webbing, but it could be. Still a bit hard to tell, but possible due to the cloudy discoloration. There are a whole bunch of homemade pest solutions online like Castile soap/water, water/70% rubbing alcohol, neem and more. I lean towards more of the rubbing alcohol direction because I’ve seen it work. The key is remaining vigilant and regularly keeping an eye on your plants and accepting that pests and the control of them are something that will always be involved in houseplant care. Inspecting/cleaning/dusting plants at least monthly is always good practice. Research the specific plant to make sure you’re handling each of those appropriately depending on the plant.
