Stupid Question

I've been collecting rain water for my plants. When I do water, the drain out water at the bottom of the tray, can i/Should I resuse the water for later watering ?

You can, but there can be some risk. If you have any bad bugs in the soil (ie, root mealies, etc) then you could end up spreading them to other plants.
