My succulent bottom leaves are drying up and shriveling. They are also falling off. Any advice?

I’m still learning about succulents (bad history) so I looked it up. Looks like good news.  
Said that if it’s the bottom leaves it’s most likely just normal growth as it grows. Said to pluck the ones that let go easily.  
It would be a problem if the leaves were mushy or coming from mostly all over the plant.  
Looks great. Are those flower stalks?

Yes. It is flowering.
