That looks like a graptoveria (succulent) of some sort. It’s not very healthy. I would spray it with 70% alcohol and wile down its leaves. It also needs a lot of light, so if you plan to have it in your office, you might need a grow light. A cheap amazon one should be enough. You can cut down the middle stem to where the big leaves are, and that will encourage it to grow a beautiful new head/ crown.

some succulents use the powder to shield themselves from the sun as to not get sunburned. if your succulent is in very bright, indirect light, i would go ahead and use a damp paper towel to try and remove the powder for a nicer look

I would clean it, then cut the one long part. It’s stretched, which means it wasn’t getting enough light. When plants don’t get enough light they try to stretch towards it. There’s no way to reverse it, so you can cut it and it will grow and new crown. You can also keep it like that (being stretched doesn’t mean it’s unhealthy necessarily, but it looks bad and it’s harder to figure out what type of plant it is, and it can contribute to other problems) Make sure it gets a good amount of bright indirect light from now on!!

Cut it to the very bottom leaves! It might look a little bald at first, but it’ll grow back healthier if you take care of it

Try damping a towel with lukewarm water then rubbing it against the white stuff
