Is this some kind of fungus growing on the bottom of this pot? This fishbone prayer plant used to be huge and it withered down to a very small plant over the last year, and now I’m seeing this.

You need to repot your plant, you need to throw away the soil in the trash, and not outside so you don’t contaminate the outside dirt, especially if you have a garden. You need to gently knock dirt off the roots, and rinse off the plant, and the roots in the sink, check to see if the roots are healthy, prune any dead roots, or parts that are dead. You need to clean the pot with hot water and soap, and rinse, and add new soil, and carefully pack it around the plant once repotted. Add a little water, the new soil is damp, but the plant will still need some water, keep an eye on the plant to make sure it’s not dying from shock. To prevent shock, do not use hot or cold water. Use lukewarm, in between, when rinsing the plant and roots, and watering it. Hope this helps. Also wipe down the surface with cleaning spray that the planter was on top off.

I’m also not sure if it’s penicillin, or spider mites. If it’s spider mites, wash your hands after treating this plant, and check your other plants, if you have more, check soil in sunlight for shiny webs. And if you see them, treat your plants like I told you in the comment above to treat the plant on your photo. And remember to wash your hands after getting rid of the old soil, and to wash them when you go to treat a new plant.

It might also be a sign of overwatering, from your photo I see.
