It’s not root rot. Remove the fan off this plant these plant like humidity because it’s a tropical plant, however it does not need high humidity. The stems are fine I have a few on my ZZ however I would suggest check your watering also it can be overwatering as well as underwatering, insufficient lighting or nutrient deficiency. If you’re unsure on watering get a soil moisture meter then water your plant when it’s between 2and4 which is the moist level. Yes, clean all the dirt off as best as you can you can even wash them under low pressure water. Clean off any roots that are brown and mushy. If you closely you can see the couple on mine, you can get up close and prune it off in which I did. Don’t repot yet!!! ZZ plants love to be in tight spaces, I do not plan on repotting mine until they are bulging out the pot almost. But I always use miracle gro with perlite mix when I repot.
