Bad case of mealy bug, you can clean it with dawn dish soap and water, then spray with neem oil.

Yeah bad case of mealy bugs i would spray it down with rubbing alcohol and get a qtip dunked in alcohol and get into all the crevices. Spray again in a week. Sray the soil as well. I can't remember the ratio though. Sorry. But i would use alot of alcohol bcz it looks pretty bad. They will turn yellowish when they're dead..
