Hey! I have a TON of petunias. That happens to mine too. I just clean a pair of shears (98% water - 2% isopropyl alcohol) and cut those off. Just the normal cycle of a petunia especially one that’s outside :)

Mine also does this. I think it’s just the leaves getting old. Just trim and she’ll bounce right back with lots of new growth!
