Is this thrips?  
I’ve had this philodendron for a long time but it’s now got odd marks on it. I have had thrips before, but these markings look different. Also some of the leaves are coming out really bumpy and leathery as they open. I’ve treated with insecticidal soap and then Neem and dish soap. Any ideas what it is?
