Please help!!! Most of my plants are severely drooping, and they have these black splotches on them; even when the soil is wet. My tomato is covered in yellow fungus, and my flowers are droopy, pale and crunchy. Is there any possible way to help them?

possibly some sort of fungus or blight, i would get a specific spray for that and clean all leaves \& stems w neem oil.
