Why are my string of hearts looking white? Are the leaves getting too much light or not enough water?

It's the extra sun, perfectly healthy. I have some like this on my soh too, and some soh have those leaves purely like that. Usually called "silver glory" it's just a trait it has from past lineage. Its only a problem when they are small, turn red from sunburn, and fall off.
