So I’ve had this guy for a while now (I got her like this) and I haven’t seen any improvement  
or any deterioration.  
Any ideas for what might be the cause for her stunted growth and curled leaves?

She’s getting an in between of bright indirect light and shade, and I’ve been watering her when only thre very bottom inch or so of the soil is still moist.

Ps. The leaves are very hard, I know baby rubber plants do have more rigid leaves but this seems like more.
