It looks like some type of insect eggs

Definitely bug eggs. Remove before they hatch. Check for pests. That hatched them.

The dry leaves could be caused by a few things and not just pests. Under watering, low humidity and low light can cause the leaves to die off.

Vincas thrive on all day full sunlight. They need at least 6 hours to do well or 12 hours under a grow light.

Add a humidifier if needed. 🍀🪴
