My (I think) parlor palm has gotten very brown and crispy. What am I doing wrong?

I’ve had it about 9 months! I water it every week or so. It’s been in the same spot for a long time but has slowly been dying it’s in a north facing window. The roots and the top of the soil are both pretty damp.
