I figured out what's wrong (maybe) I found a pink elastic band on all three stalks I don't know if this is what's wrong or should I still cut off the brown parts?

I'd cut away all that browning. Check the bottom, I assume these pieces are tied or banded together? It usually strangles the plant.

Is it black rot? My orchid is basically dead from that
