It’s a pest if their is movement. Treat with neem oil or insecticidal soap.

It could be fungus like powdery mildew if it’s dusty. Treat with a fungicide. Isolate the plant. Thoroughly clean hands and tools to prevent it from spreading. 🪴🍀

That just looks like dirt / residue... repot in fresh soil and give it a decent clean down before you do
