It almost looks like a pest situation? I’ve never had a cactus though, so I’m not sure. Maybe turn to google and see if it could be a pest issue. Also, if you do think it’s a pest issue you could look into neem oil and see if that’s safe for cacti

I watched it for a couple of minutes under a microscope and nothing moved? So I’m not entirely sure it’s bugs. Hopefully it’s not cause I have about 20 other plants

Hmmm bizarre. Maybe it’s growing more spikes at the top? I’d personally isolate it from your other plants if you can just to be safe!
