It's some kind of succulent. If you repost this on the succulent group, the people there should know more

I would give it a good water then wait a day or two, recut the tip with clean sharp scissors, remove the leaves gently and set them aside to forget about them. Most of the time the stem will create pups as do the leaves and it will propagate.
