It’s too early in my area for spring bulbs to emerge although sometimes they are fooled by temporarily mild weather which can wreak havoc on them. They both like moist but well draining soil. This soil looks very wet and heavy to me. I’d start there and make sure they are receiving enough light. They like part shade or dappled light but if you have heavy wet soil that doesn’t drain - that can make it worse.
