The rocks in the soil is killing your plant gradually.. rocks make the aesthetic look good however, it holds too much moisture in the soil that doesn’t evaporate quickly in between waterings. Think of the rocks used on pebble trays to produce humidity for plants., that’s just my thought

Looks like signs of overwatering. Check the roots for any rot, let the soil dry out completely, and reduce watering — Dracaena doesn’t need much to survive. Once the plant starts recovering, you can apply a balanced, diluted fertilizer to help restore color, boost growth, and improve overall appearance
