I have a Striped Dracaena Warneckei that has been doing well. In the last three weeks the leaves at the bottom are drying up and I can just pull them out. Is this normal? There is new growth at the top.

Yes totally normal. Just pull them off. Its just shedding off the old ones to make room for the new ones.
