Is this mold???

This is what the draining holes at the bottom of the 14”inch pot in which my Philodendron Red Congo lives.  
Should I dig him out and change the soil?

I’m not 100% sure what this is, but Either way I would recommend more drainage in case it’s due to moisture build up! You could also give it a slightly chunkier soil. To clean the pot, use gloves and remove what you can with a towel or something like that , and then use a 50/50 vinegar and water solution to wipe the pot down! You could even use dish soap to clean it, just make sure you get everything off if you’re putting the plant back in so it doesn’t affect the roots! I would also triple check the leaves and maybe even the root system itself to make sure it’s healthy and pest free . Hope this helps :)

I think you should change the pot anyway even if it is not mold
